Developing: A federal judge in Chicago on Friday issued a nationwide injunction blocking the Trump administration's refusal to release public safety grants to sanctuary cities that don't cooperate on immigration matters.
"It means essential resources for public safety will not come with unlawful strings attached", Mr. Emanuel said, "and the Trump Justice Department can not continue to coerce us into violating and abandoning our values".
"By protecting criminals from immigration enforcement, cities and states with "so-called" sanctuary policies make their communities less safe and undermine the rule of law". This month, he announced that the administration would end a program that protects young immigrants who were brought to the United States illegally as children or came with families who overstayed their visas.
Whether or not the ruling means that Judge Leinenweber will ultimately decide in favor of the city is unclear, but he did demonstrate that the city had a good case.
Theresa May scolds Trump for speculating about London terror attack
The news organization reports it remains unclear if the Trump Administration will look to renew the travel bans. This isn't the first time Trump has used terrorist attacks in London to call for his travel ban.
The grants at issue, under the Edward Byrne Memorial Justice Assistance Grant, or Byrne JAG, programme typically are used to help police improve crime-fighting techniques, buy new equipment and assist victims of crime.
Trump's opponents say there is no correlation between immigration and violent crime, citing a sharp drop in homicides in Los Angeles since the early 1990s, despite embracing the sanctuary cities movement.
In a news conference, Emanuel praised the ruling as an "affirmation of the rule of law".
Local officials around the country, such as Chicago Mayor Rahm Emanuel, have insisted that by cooperating with federal immigration agents they would jeopardize the hard-won trust of immigrant communities. "This is astounding given the unprecedented crime surge in Chicago, with the number of murders in 2016 surpassing both NY and Los Angeles combined".

France has enshrined in law that big sporting events must be free-to-air, so the French Grand Prix fits into that category. Red Bull's Daniel Ricciardo topped the timesheets in both sessions , and teammate Max Verstappen was never far behind.
Leinenweber's ruling was not welcomed at the Justice Department. Here, we follow binding Supreme Court precedent and the persuasive authority of the Second Circuit, neither of which elevates federalism to the degree urged by the City here.
Those are some of the most controversial requests by the federal government regarding local law enforcement.
Trump wrote on Twitter that a new immigration bill cannot include "chain migration", a term that advocates of limiting immigrants use to describe how new USA citizens can sponsor family members in obtaining legal status. The ruling is likely temporary as the law is expected to change, with Congress giving that authority to the DoJ.
The decision is notably a preliminary injunction, meaning the Trump administration is temporarily - but not permanently - blocked from action while the case progresses through the courts.
