Anthem Inc. said it would pull out of the Affordable Care Act's health-insurance marketplaces in Wisconsin and in next year, the latest sign of strain in the exchanges as Senate Republicans push to quickly pass a health overhaul.
Anthem, as it did with its OH pullout, blamed a "volatile" market for individual health plans, as well as "uncertainty" about the federal government's stance on Obamacare's rules and regulations.
Wednesday's announcement follows a decision by Anthem earlier this month to exit most of the OH market in 2018. However, the Individual market remains volatile, making planning and pricing for ACA-compliant health plans increasingly hard due to a shrinking and deteriorating market as well as continual changes and uncertainty in federal operations, rules and guidance, including cost sharing reduction subsidies and the restoration of taxes on fully insured coverage.
Anthem has reduced its 2018 plan offering in IN to one off-exchange medical plan in Benton, Newton, White, Jasper and Warren counties.

Earlier today, it was announced that two insurers, Anthem and MDwise are pulling out of Obamacare, citing growing uncertainty surrounding Obamacare.
"MDwise's decision to leave the Health Insurance Exchange was also influenced by the growing uncertainty over the future of the federally subsidized exchange". Meanwhile, republicans say the move by Anthem and MDwise underscores the need for reform. "Instead of trying to increase access to health insurance, they continue to put up road blocks", state Sen.
MDwise said in a news release it can no longer fulfill its mission within the exchange.

As a result, Anthem Blue Cross and Blue Shield has made the hard decision to reduce its 2018 Individual plan offering in IN to one off-exchange medical plan in Benton, Newton, White, Jasper and Warren counties.
Democratic U.S. Rep. Mark Pocan, of Wisconsin, said he blamed "the instability President Trump and Republicans in Congress have injected into the health care marketplace".
The plans Anthem will discontinue in 2018 now cover about 14,000 people.
The companies join a list of major insurers who have already left the marketplace, including UnitedHealthCare, Humana and Aetna.
